The Deadly Consequences of Trump’s Use of Force at Home

 

On January 24, federal agents shot and killed a 37-year-old Minneapolis resident – the second American citizen killed in recent weeks while protesting Donald Trump’s extremist approach to immigration enforcement. This tragedy starkly illustrates the danger Trump’s reckless escalation poses to the American people. His administration’s actions have produced predictable and devastating consequences for communities, local governments, and public safety – now with deadly results, particularly in his latest target, Minneapolis.

Talking Points: 

  • The Trump administration has recklessly deployed unaccountable immigration agents into American cities, resulting in the killing of two American citizens and the terrorizing of an entire community.

  • This is an outrageous abuse of federal power that should disturb anyone who cares about basic rights, public safety, and the rule of law.

  • The administration claims this is about immigration enforcement and public safety – but the facts tell a very different story.

  • These officers are operating with little transparency or accountability, creating dangerous conditions and escalating violence rather than protecting people.

  • At the same time, the administration is waging a campaign of blatant dishonesty – spreading false narratives about the victims of this violence and smearing the people of Minneapolis to justify its actions. But Americans can see the truth for themselves, and no amount of shameless political spin can change that.

  • Through both its actions and its rhetoric, this administration has made clear that it does not respect the constitutional rights of the American people.

  • We cannot allow federal forces to be used as a political weapon against communities peacefully exercising their constitutional rights.

  • Congress must reject further funding for Immigration and Customs Enforcement and Customs and Border Protection until these officers are withdrawn from Minneapolis, new guardrails are established, and accountability is restored.

Public Safety Arguments Against Trump’s Dangerous Deployment:

In addition to sounding the alarm over the catastrophic impacts of Trump’s abuses of power on our democracy, it is also important to challenge the Administration on its own stated justification for these actions: public safety. Far from making communities safer, Trump’s immigration deployments are undermining public safety, draining local law enforcement capacity, and destabilizing the very communities they claim to protect.

Trump’s deployments are making our communities less safe – not more. 

  • Rather than improving public safety, the federal presence has killed Americans, terrorized communities, inflamed tensions, diverted resources from real crime-fighting, and undermined trust between communities and law enforcement. 

  • Two American citizens have been killed by federal officials, and many others have been injured or illegally detained. Businesses are closing, schools are shifting to remote learning, and Americans are afraid to leave their own homes. Preschoolers and other young students have been detained by immigration officials. And doctors in Minnesota are raising the alarm that many patients are unable to access care in their local communities due to fear of Trump’s deployments.

  • ICE has illegally stopped and pulled guns on off-duty Minnesota police officers, spurring local police chiefs to speak out against the ICE deployments they describe as an “invasion” that strains local capacity and makes policing harder.

Trump’s extremist immigration policy is weakening law enforcement around the country. 

  • ICE has diverted tens of thousands of criminal law enforcement personnel away from their primary responsibilities to conduct immigration enforcement. Last August, for example, more than 40,000 law enforcement officials were redirected to support ICE – amounting to roughly 20% of US marshals, 20% of FBI agents, half of DEA agents, and over two-thirds of the ATF. 

  • This is compounded by the Administration’s efforts to train thousands of state and local police to act as immigration agents – undermining local law enforcement and eroding community trust. ICE is also aggressively poaching new agents from police departments across the country – straining relationships with local police chiefs and leaving many communities without the personnel needed to keep them safe. 

  • The consequences of Trump’s actions are clear and measurable. Since Trump expanded immigration enforcement, investigations and arrests of dangerous criminals have dropped sharply. Narcotics arrests fell by roughly 11%; weapons seizures dropped by 73%; and the number of indictments for child exploitation crimes fell 28%.

Trump’s deployments are a massive waste of resources that could be spent improving Americans’ lives. 

  • Trump’s immigration enforcement binge is also an extraordinary misuse of taxpayer dollars. This year alone, the Administration secured roughly $170 billion for immigration enforcement, including $30 billion for ICE and $45 billion to expand immigrant detention capacity. ICE’s budget now exceeds the military spending of all but 15 countries worldwide.

  • Spending on immigration enforcement now dwarfs federal investments in core public priorities. It is nearly double the annual federal budget for transportation and housing and roughly three times the budget of the Department of Education.

  • This spending spree comes as most Americans struggle with rising costs of living, health care, and housing – issues voters consistently rank far above expanded immigration enforcement. Trump’s priorities are clear, and they do not align with public safety or public need.
